The Department of Building Safety enforces the commercial and residential regulations of the 2006 edition of the International Code Council through the plan review and inspection processes.  This department accepts applications for all construction permits and Board of Construction Appeals, collects fees, issues permits, schedules inspections, maintains permit record files and issues occupancy certificates.

Building Codes plays an integral role in maintaining the quality of construction in Blount County, assisting builders and the general public with the building codes and other regulations to the mutual benefit of both. It is our mission to protect and serve the citizens of Blount County through the fair and ethical enforcement of adopted construction codes, zoning regulations, and construction safety standards. This is accomplished by an efficient administration, qualified professional staff, ongoing citizen and customer education efforts, and active enforcement on new and existing construction to include housing and property maintenance standards.

IMPORTANT CODE INFORMATION

Blount County currently has the 2006 International Residential Code (IRC) and the 2006 International Energy Conservation Code (IECC) adopted for the enforcement of residential codes on new construction.  Within the IRC is Chapter 11 , which deals specifically with energy efficiency.  The Blount County Department of Building Safety, to this point, has been enforcing portions of Chapter 11 of the IRC and the IECC.  However, the General Session of the State of Tennessee passed Public Chapter No. 529, the Tennessee Clean Energy Future Act of 2009.  This amends T.C.A. § 68-120-101 and provides the authorization for adoption of energy efficiency standards and implementation of a broadened statewide building standard to take effect July 1, 2010.  On this date, the state will begin enforcing the standards of the 2006 IECC and the 2009 IRC for new residential construction.  Since Blount County is already enforcing the 2006 IRC, no action will be required with respect to a residential code.  In order to stay in compliance with state standards, however, the Blount County Department of Building Safety will also begin enforcing the 2006 IECC in its entirety beginning on this date.  Any permits issued after this date will be required to follow the requirements of this code.  Below is an exert from the 2006 IECC.  It contains what is required by this code with respect to residential construction and should answer most questions that should arise.  Commercial construction is more involved and will require a more in depth study of submitted drawings to determine what is required.
