The County Clerk's office is most likely best known for motor vehicle registration and licensing. The office presently handles over 195,000 title applications and registration renewals per year. In addition, the office now prints titles for the State of Tennessee Department of Safety, expediting the titling process for Blount Countians.

The county clerk serves as clerk of the county legislative body. The clerk is responsible for sending required public notices and keeping the minutes of the county legislative body meetings. The county legislative body presently meets each month on the third Thursday.

The office issues marriage licenses. The county clerk, along with judges and county commissioners, may solemnize a marriage. Approximately 2,400 marriage licenses are issued each year.

The county clerk serves as secretary to the beer board. The board is responsible for issuing both on-premises and off-premises permits to sell beer in unincorporated areas of the County. The beer board is a part of the county legislative body's public services committee and meets monthly on the first Thursday.

Under a private act of the Tennessee Legislature, the Blount County Clerk is the clerk for Probate Court. The probate clerk is responsible for processing wills and the administration of estates of deceased Blount Countians. There are approximately 600 new estates handled each year.

Business licenses are issued by the County Clerk. Business privilege taxes are collected by the office. There are approximately 4,000 business licenses issued or renewed each year. Pawnbroker licenses are also issued. In addition, occupancy tax is remitted to the county clerk by hotel and motel operators in Blount County.

Since notaries public are elected by the County Legislative Body, the county clerk keeps a record of the notaries public in the county and has duties involving coordination between the secretary of state and the notary applicant. The oath of office of notaries is administered by the county clerk. Approximately 300 notaries are commissioned in Blount County each year.

The county clerk is also a license agent for the Tennessee Wildlife Resources Agency. Hunting and fishing licenses are issued. Sales tax on boat purchases is collected and boat registration applications are processed.

The Blount County Clerk presently has four locations. The main office is at the Blount County Courthouse. Most of the records of the office are stored at the courthouse. There is a branch office at the Foothills Mall for motor vehicle registrations, marriage licenses, boat registrations, hunting and fishing licenses, and voter registration. Drive-thru service for motor vehicle renewals and processing of mail-in registrations is at the Blount County Chamber of Commerce building at 201 S. Washington Avenue in Maryville. In addition, an office for motor vehicle dealer work is on the Motor-Mile in Alcoa.
